I'm Ryan from ExtremeTerrain.com, and this is my review of the Rough Country Modular Front Winch Plate Bumper fitting all 2007 to 2016 JKs. This item uses the term "bumper" really loosely. This is a winch plate that has the ability to add on some corners, either with or without the factory fog lights, and allows you to add some D-rings if you want to. This is much less of a bumper and more of a winch plate with some accessories that you can add. A lot of other modular bumpers on the market are modular in the sense that you can add different types of corners, different bumper hoops, different D-ring mounts, winch plates on top of them, a lot of other accessories that you can add or subtract to build yourself a custom bumper. This is modular in the sense that it comes in a few different pieces, and you assemble it, and it has a couple of accessories, like I mentioned, with and without light mounts for the corners and with D-ring mounts or without them, but it doesn't have a ton of accessories like some of those other bumpers do.Now, if you're looking for a simple stripped-down winch plate bumper, this is a really nice option that will keep your cost way down. However, if you're looking for a modular bumper that's going to give you the opportunity to add a bunch of different parts to it and really customize the function and the look, this is not going to be your item. This bumper comes out of the box in three different pieces. The main section is the winch plate that will attach to the Jeep in much the same way as your bumper would using the frame horns but also a couple of other locations a little further down the frame rail.I really like the sunken winch look that this provides. It hides about half of the winch body or more, which gives your Jeep a really finished look and a little bit of a stealthy look as well, especially if you relocate the winch solenoid pack. Some people will even argue that the sunken winch provides more airflow to the radiator because you don't have the winch sitting up in front of the grill. A lot of people will wheel in hot locations with the winch in a traditional location and not have any airflow issues, so I don't know if it actually helps, but overall, I really do like the look of a sunken winch.Aside from that center section, you have the two corners, and this comes with the corners that include a mount for your factory fog lights. That's a really nice feature, because it keeps you from having to buy additional auxiliary light, and that's pretty much it. You can add D-ring mounts if you want to, but there aren't a lot of other accessories you can add on to that.Because this bumper is so simple, it's also really inexpensive, especially compared to a lot of other stubby bumpers on the market. One thing that you will have to add to this package if you have a 2012 to 2016 JK is a vacuum pump relocation kit.The first step into installing this bumper is to install your winch onto the winch plate and install the fairlead. After that, you can mount the winch plate onto the Jeep using the rearmost mounting holes. From there, you'll remove your factory fog lights from your factory bumper, install them in the corners, and then install the corners on the Jeep. The bolts that hold the corners into place will also go through the winch place and right into the frame rail, giving you that really solid connection that you're after. If you're installing the optional D-ring mounts, you'll also install those at this time. The whole installation process shouldn't take you more than an hour, and you won't need any specialty tools, aside from a large Allen key for the button-head bolts on the front.Overall, this bumper is really heavy-duty, the finish is really nice, and it serves its purpose even though it is no-frills, and there aren't a lot of accessories that you can add on to it. If you're looking for a really simple stripped-down winch bumper, this is it, and in my opinion, it's priced really appropriately for what it is. So if you're looking for a no-frills modular winch bumper that'll save you a couple of dollars over the other options on the market, this is a nice bumper to take a look at. Love this bumper! What a slight to behold! I went from the stock bumper to this gem. The install was easy but the only issue I had was the fog lights wiring. I had to extend the wiring to reach the fog light holes. Besides that I can’t wait to take this baby on the trails!
The mention of the grinding off of the welded on OEM Brake Pump Bracket for some JK model years, I believe 12-18, is required and that information was conveniently left off all ads for Rough Country. This kind of information is essential and should be added to all of their ads. I still would have purchased this product. It otherwise is what I expected and and happy with the overall product. Thought instead of requiring the grinding off of the OEM bracket the winch mount could have been made to fit properly. Disappointed by this practice!
Fits like a glove! Had to on for about a year so far and it is holding up great. Like the way the winch mounts lower between the frame rails rather that up high covering the grille. I would like a bull bar option but that’s just me. Received many compliments on this bumper. Very Solid piece!

Easy to install, looks great except for the paint on the fog lights which was not done properly. Also I had to extend the fog light harness by 8inches because of how far apart they are from stock. Really need a winch to put in there to complete the look but still looks awesome.
I put "Afternoon" for the install but in reality it took about 90 minutes and that was with me installing the lights and my winch. Of course wiring the lights and winch took a bit longer but this is about the BUMPER. And the bumper is everything I was looking for. And the install could not have been easier, it took longer to remove my existing bumper.
I bought this partly due to the price but also because I wanted the recessed mount. This looks as good as any other bumpers I looked at that were 2 or 3x the price. Install was less than 2 hours including the relocation bracket. Very satisfied and would recommend it too anyone, you don’t need to spend $1000 on a bumper.
Does it require the relocation bracket for the canister behind the bumper? RC doesn’t provide a clear answer. They stated to me on a chat buy it just in case you need it? It spending extra “just in case”.

Yes you can attach a license plate with the Rough Country Modular Front Winch Plate Bumper (07-17 Wrangler JK). If you have a roller fairlead attached to your bumper for the winch, a license bracket like this https://www.extremeterrain.com/rugged-ridge-roller-fairlead-1123805.html would work.
I asked this question in a chat with Extreme Terrain. There is not. I believe Rough Country makes a stinger bar for this bumper. Rough Country does make a bull bar with light tabs for their other modular bumpers that could be adapted for this bumper, but would require drilling the bumper. If you look at the customer supplied pics you can find one that has a grill guard.
